Drowning in Under-6s: The Official Figures

Drowning in a young child is fast and silent. It looks nothing like what films show. Data from Sante publique France makes it possible to move past impressions and reason from facts.

What the summer 2024 data shows

Between 1 June and 30 September 2024, Sante publique France recorded 1,244 drownings in France. Of those, 350 were followed by a death, a fatality rate of 28%.

These figures are comparable to the same period in 2023. They confirm that the phenomenon is not receding.

Children under 6

Children under 6 account for 29% of recorded drownings. Their fatality rate is 7%, clearly lower than for adults.

That difference is partly explained by how quickly help arrives when an adult is present. It does not mean the risk is low. The report specifies that deaths in private swimming pools mainly concern minors.

A heat effect

Between 16 July and 15 August 2024, drownings rose by 41% compared with 2023. Deaths over the same fortnight increased by 34%.

Sante publique France links this rise to successive heatwaves, which multiply swimming occasions.

Bath time at home deserves the same rigour

The summer report focuses on swimming. But the logic of supervision also applies indoors.

The three-second rule

A young child can drown in very little water and in very little time. The only reliable protection is the continuous presence of an adult.

In practice: never leave the room during the bath. Prepare everything in advance, towel, clothes and products. If the phone rings, let it ring. Empty the bathtub immediately after use.

Equipment that helps you stay present

A bath that is comfortable for the adult is a better-supervised bath. A bathtub at the right height avoids kneeling and turning your back.

Three habits to anchor

  • One designated adult, no screens, for the whole duration of the bath or the swim.
  • Controlled access to water: bathroom door closed, bathtub emptied, buckets turned over.
  • Early water-confidence learning, once age allows.

These rules are simple. Their effectiveness comes from their regularity, not their sophistication.
